How does a turbo cool down?

I'm at 3,500 RPM in 3rd gear and I go WOT, shift to 4th and I go WOT.

2 minutes later, I'm cruising at 70 MPH in 6th gear around 3,200 RPM. How does the turbo cool down after it was just spooled to death?

What occurs exactly?
