That could be one way to look at it. But it would probably be prudent to not use that strategy. It compromises the safety factor. If you are using the waste gate spring pressure in conjunction with a boost controller, you can set the spring pressure as low as you can for fail safe, and the boost controller will be the device that determines boost characteristics.
If you want a quick and simple solution, then use the lowest spring pressure possible coupled with a manual boost controller. Let the boost controller set the target pressure. It is actually much less complicated than swapping springs because all you have to do to set boost is turn a knob.
