Say you are WOT and pushing 20 psi. The moment you let go of the gas and shift into the next gear, the psi gets recirculated through the BPV. At what speed does that occur, that is, if you can measure speed?
Though it is not impossible to figure out the velocity of the air recirculating, it is not easy to do. There are to many variables and I'm not willing to put in the time.
Figuring out the the velocity of the air out of the turbo while in boost is easy. Just log your MAF parameter G/S. Once you know that and the diameter of the outlet of the trubo, you can easily figure out the velocity of the air out the turbo.
I really don't know why one would ever really want to know this.
