Power steering on cold mornings

During this arctic vortex or whatever, i've had some troubles with my power steering first thing in the mornings.

It works just fine except when at full lock (getting out of a parallel parking spot) when i lose the power steering. Is this something to worry about, or somewhat normal?

My pump is makning a lot of noise too, but i believe its because mine is old.
This is what i'd do.

Check your reservoir for the color of the fluid, it should be a bright red.
If its not, flush and replace with mobile 1 synthetic ATF

Next check for air bubbles, there should be none.
If there are bubbles, check your o-ring on the return line and replace if worn, very easy procedure http://www.youtube.com/watch?v=4tTYrdzSZGk

If that doesnt fix it, then you may need a new pump.
Im not a certified tech, but this is what I'd do.
